Dr. Ramiz Alakbarov

Director, Programme Division, UNFPA

As Director of Programme Division within UNFPA, Dr. Alakbarov is responsible for coordination of overall strategic direction of UNFPA Programmes. He represents UNFPA on the High-Level Committee on Programming and actively contributes to UN system-wide coherence efforts, as part of UNFPA’s participation in the UN Reform work. Some of Dr. Alakbarov’s 20 years of experience include Deputy Director of UNFPA’s Regional Office for Arab States, UNFPA Representative in Haiti, and head of office in South Sudan. Dr. Alakbarov holds an MD and PhD in internal medicine from Azerbaijan Medical University, and an M.A. in International Relations from Fletcher School of Law and Diplomacy, Tufts University, Boston, USA. He has published over 30 articles across the subjects of medicine, public health and humanitarian response.




Ms. Ana Treasure

Head of the Country and Subregional Coordination Office at the Pan American Health Organization, the World Health Organization's (WHO) Regional Office for the Americass

Ms. Treasure coordinates the 27 Offices of PAHO Countries and the 3 Sub-regional Programs, while leading the efforts so that technical cooperation responds to the priorities of the Member States, including the implementation of the Priority Countries Strategy. She also manages the relationship between PAHO and the United Nations System, as well as the South-South and Triangular Cooperation Mechanism of PAHO (Cooperation among Countries for Health for Development). Ms. Treasure has served PAHO for last 16 years in many Country Offices and in different capacities, including PAHO/WHO Representative in Honduras, Coordinator of the Regional Water and Sanitation Team (ETRAS) in Peru, Environmental Health Advisor Jamaica and Honduras. Before joining PAHO, Ms. Treasure was the Executive Director of the National Solid Waste Authority of Jamaica, Project Director for the Improvement of Environmental Conditions of Montego Bay and Negril (Jamaica), Coordinator of Environmental Health Determinants in Panama.


Ms. Maria Esther Cutimbo

Technical Adviser, National Institute of Statistics and Informatics, Peru

Ms. Cutimbo has over 30 years of combined experience in the Peruvian Public sector and International Organizations. Her experience included a leadership role in the Technical Directorate of Demography and Social Indicators, the National School of Statistics and Information Technology, and the Technical Office of Planning, Budget, and International Cooperation. She is responsible for the formulation of the national Strategic Plan for Statistical Development of Peru, among other long-term vision documents of the Peruvian government. Ms. Cutimbo holds a Master in Public Management, along with a Master in Statistical Management and Computer Science and Post-graduate degree in Governance and Political Management.


Dr. Néstor Marimón Torres

Director of the International Relations and Cooperation Office at the Ministry of Public Health, Cuba

Has held the title of Director of the International Relations and Cooperation for 10 years. He has lead bilateral cooperation and South-South cooperation programs various regions, including Africa, the Caribbean. Has also lead triangular cooperation efforts, namely the “More Doctors” Program (Mais Medicos) with Brazil. Dr. Marimom has also been involved in technical Cooperation Projects with PAHO/WHO and other UN agencies, particularly as WHO focal point for Ebola outbreak and support in 2014, Polio Project in Angola 2008, among others. He has represented Cuba in numerous international events and published more than 30 articles on cooperation and global health. He is a Doctor of Medicine, Specialist in Organization and Health Administration, with a Master of Science in Public Health. Dr. Marion is the Lead Lecturer for International Health and President of the Chapter of the Health Society. Graduate of PAHO’s ‘Leaders in International Health’ program. He has held the Director position at the municipal and provincial levels and President of the municipal government. Worked in cooperation projects in Africa for 3 years.


Professor Isselmou Khalifa

Chargé de Mission at the Ministry of Health of Mauritania

He has been a Professor of Pediatrics at the Faculty of Medicine at the University of Nouakchott, demonstrating competence and experience in public health and management of health institutions and systems. He has worked with the Regional Office of the World Health Organization in Africa, supporting the Department of Child Health and Nutrition from 2013 to 2014. Professor Khalifa has also served as the Chairman of the National Committee of Experts for the Eradication of Poliomyelitis. Since March 2017 he has been the Chargé de Mission at the Ministry of Health.


Mr. Boris Gilca, MD, PhD

Secretary General of State at the Ministry of Health, Labour and Social Protection, Moldova

Over 30 years professional experience in Reproductive Health, Public Health Management and Social Affairs. Worked on long-term social programs/projects with UN agencies, INIA, IPPF, USAID, Population Institute, OSCE, EPF, ECCA, bilateral donors etc. Career Highlights: Secretary-General of State, Ministry of Health, Labour and Social Protection (since 2017); State Advisor on Health and Social Affairs to Deputy Prime Minister for Social Affairs (2016-2017); Deputy minister of Labour, Social Protection and Family (2015-2016); Chief of Staff to the Prime Minister in-charge (2015); State Advisor on Health and Social Affairs to Prime Minister (2015); UNFPA Assistant Representative, Country Office of the Republic of Moldova (2001-2015); Medical Director Women’s Healthcare Center in Chisinau (1997-2001); Head of RH Department, Ob/Gyn (1989-1997). Medical Doctor (Ob/Gyn); Master in Public Health (1999); Master in International Affairs (2001); PhD in Aging Policies (2006).




South-South cooperation is an effective, and an increasingly relevant global technical cooperation mechanism for improving health outcomes by strengthening health capacities in countries. By stimulating knowledge-sharing among countries and the promotion of horizontal-partnerships, Member States have been accelerating health development efforts in countries while facing significant health challenges.

Brokering partnerships and through the promotion of dialogue between all relevant stakeholders we seek to address the various health, as well as development challenges that we currently face, and ensure that we capitalize on the best practices and lessons learned to address those difficulties.

In this view it is of the utmost importance that Member States and International Organizations continue to promote South-South and triangular cooperation by linking, on one hand, the challenges in terms of new and re-emerging public health problems, to existing capacities and proven solutions from Member States on the other hand.

The wealth of experience, in terms of best practices applicable to South-South and triangular cooperation practices is vast, and ranges from health systems, to communicable diseases, noncommunicable diseases and risk factors, as well as the social determinants of health.

  • Present UNFPA’s innovative health practices within South-South cooperation, including Outcome Document from UNFPA’s thematic consultation on the road to BAPA+40
  • Present PAHO/WHO’s Funding Mechanism for Cooperation among Countries for Health Development (CCHD) in support of South-South and triangular cooperation
